No.

However you can install Cygwin/X on the host system. Read the Cygwin/X FAQ to undo the intentional disabling of it being useful as a remote X-11 display. (Note the FAQ is wrong about passing parameters to the init script, you have to edit the parameters in the init script).

For security purposes, Cygwin/X has by default disabled accepting connections from network transports including a ssh tunnels through localhost.

Xming is an alternative, however for me on Windows 8.1 it will not read any init file that I have setup manually or with its own GUI tool, and I have to manually set up any xhost and font servers.

You will want to enable at least one Alpha/Itanium VMS system as a font server, which means the DecWindows Workstation files need to be installed. Both the 75dpi and 100dpi fonts are needed.

Then you will need to install DECWindows Motif and software and typically setup a putty session for SSH X-11 forwarding.

You do not need to use the emulator host for the X11 display of course, any host such as Mac OS or Linux with a built in X11 server will work.

Be aware that there is a bug in known versions of Multinet and HP TCP/IP where the SSH tunnel is using the hostname instead of localhost. This stops SSH tunneling from working if the OpenVMS system is behind a NAT firewall. You have to create/display a new display using localhost after logging in as a work around.
