FreeAXP Windows sign-out not blocked? was created by lottabull

I upgraded FreeAXP to 3.0.0.620 on a Windows server 2012 R2 VM.
Windows sign-out from the Remote Desktop session was not blocked, with the expected uncontrolled shutdown of FreeAXP.

Neither did it block Windows shutdown initiated from the Remote Desktop session.

User Guide P44 8.3.1 doesn't mention any conditions on sign-out and shutdown blocking.
Does performing these activities from Remote Desktop bypass the blocking?
